ISPs Throttling Broadband Customers

Bell recently started throttling wholesale broadband customers… these are other ISPs that are purchasing bandwidth from Bell to serve as ISPs to customers.  The problem here is that Bell is applying a set of rules to wholesalers that should be able to define their own service.

I can understand that Bell is starting to get burned by “bandwidth hogs”, and would like to charge them more, but my problem now is with ISPs that even throttle their premium customers.

I am probably a “bandwidth hog”, but I pay Cogeco for a premium package, so I pay extra to be a hog.  Theoretically, since I am paying for this extra service, Cogeco should no longer be viewing me as a “hog”, but they are still throttling my service.

How much should I have to pay Cogeco for raw, unmetered internet access?  I think the answer in Canada today will always be “Not enough”.
